The auto collapse is just something that allows tools in a tab to function within the constraints of the vertical resolution of the monitor you are using.
To not collapse would otherwise mean not opening the Colour editor - which is perhaps the largest tool of all in terms of the number of pixel rows it needs to be able to open.
So the solutions are:
Float whichever of the tools you would find most suitable to float.
Split the tools onto separate tabs or iin some other way re-organise things.
Use the current layer identifier at the top of the viewer window to see which layer is selected.
Consider using a monitor with (much) larger vertical resolution.
Use two monitors. to help with floating tools and screen real estate.
Some of those options are more obviously immediately practical than others. The best solution will not be the same for everyone.
