Local adjustment problem - only Global changes

Could anyone inform me as to why when I create an adjustment layer in both PhaseOne 8 and 9 on two separate Macs I get the following outcome.
New layer made and named, highlighted in amber.
Brush selected, masked drawn, layer one indicated on the tool bar at the top of the screen.
When making the adjustment, exposure for example to dodge or burn, the whole image is changed and not just the local area within the mask.

I have been guided through the process step by step by my software supplier and it still results in the same outcome.

Some tools only affect the background layer, even if an adjustment layer is selected.

For a tool to be able to affect the selected layer, it must have a small brush icon next to its name.

By default, the tools with the brush icons are located in the Local Adjustments tab. Although you can customise tools in other tabs to be local adjustment tools, I find that can be confusing and prefer to keep them in the Local Adjustments tab.

Let there be light... big flash and there it was.... I can see now why it didn't work.... many thanks Richard.. and a great shot of the Tin Triangle.. shame its not allowed to fly any longer.
