C17 Won't open in Windows 7

Every time I click on C1 to open, nothing happens. Any way to fix this?

Could you share with us whether you have Win 7 with SP1 (or not). And could you check you have the latest version of CO7 (7.2.4) installed. You can see this from Control Panel, installed software.
