In the end it appears like the PC did not deliver enough power on its USB Ports for the back to work properly in most situations. Even with attached charger.
Is anyone out there actually using a PC Notebook for tethering and what Brand/Modell is it? I kind of want to switch back to the PC.

I have a few zbook workstations here. the studio, 15 and the 17.
they all work flawlessly.
in the power management, you need to set "USB selective suspend setting" to disabled for both battery and plugged in.
for my 17" I made a small little illegal power boost. I made a small little device that boost power. it's mainly used for ultra high powered charging but it has got data passthru. it does 5.4v @ 4a, powered by a 12v 2A adaptor.
unfortunately, the problem likes with phaseone and XF not wanting to take on the high power.
each of the zbook has got a special usb power. able to charge your phone even when the laptop is powered down. that port is special. I hooked up a 4A load to it and it was capable of pushing 3.1A. end of the day the it's the back that doesn't want to take on any extra power.
