a full image we make on any paper size, how?

I want to print images on different paper sizes but not crop the image when using an outside print service. In ye olde fashioned days, one would just move the enlarger up or down and print the entire image on any paper size. It might have some white around it to fit (side benefit is it also protects the image and makes mounting and handling easier).
To do this now, in most cases, one must bring a processed image into Photoshop or other image editing software and place it on the size paper you want. Essentially faking out the lousy web based image back end garbage most of these companies use.
It will just see that 12 x 18 or 16 x 20 as an image (even though, your image on it might be square or other dimensions).
In COP 9.1, is there a way to add on this white part and just say "This long/square/rectangular image I want to make a jpeg from, please sit it on a (paper size) and make the jpeg with that size paper."
